Legislative and Executive Building for Winnipeg(1912) Winnipeg, MB, Canada Government, Parliament Client: Province of Manitoba Description: The project presented by the Maxwell brothers for the new Parliament Building of Manitoba included many elements they used in the contest they won for the Saskatchewan Legislative and Executive Building (570). The building was based on symmetrical lines forming a H-shaped plan. A characteristic feature was the simplicity of details. The distinctive element was the dome, which formed the crowning and central feature of the composition from all points of view. The project included three-storeys and a basement.
The layout consisted of four entrances that gave access to the building. The north or main ceremonial entrance led through an ante-hall to the grand staircase. The east and west entrances, served the administrative departments, giving access to a central hall from which all points were reached with equal facility and convenience. The proposal included four main service staircases and eight elevators. Four of those were close to the administrative entrances and four were at the internal angles of the building, for intercommunications between the various departments.
The first floor was devoted to the legislative and executive chambers. The various rooms were grouped around a central ante-hall. The chamber was planned on the best models to attain perfect acoustics. The galleries accommodating four-hundred seats, and the various administrative departments were dispersed on the ground and second floor. The construction system consisted of a fireproof structure made of steel encased in fire-resisting materials, while the dome was proposed with reinforced concrete dressed with stone.
The proposal for this magnificent building included urban design elements. The buildings were placed towards the eastern boundary and centred with the proposed new avenues of trees and the cour d’honneur. Holdings: Parliament | |
