The conditions were issued to the following architects, who were invited to send their proposals: Brown &Vallance, Finley & Spence, E. & W.S. Maxwell, Ross & Mcfarlane, Robert Findlay, Merchand & Haskell, Saxe & Archibald, Hogle & Davis. All these firms submitted their designs on the 15th of July. The winner for this competition was the firm of Brown and Vallance.
The proposal of the Maxwell brothers was characterize by the design of a building that runs more and less parallel with Pine Avenue and has wings attached at right angles. Another characteristic was centering their design with the Royal Victoria Hospital in order to approach the character of that building more than any other designs, also provide more ample lighting than most of the other competitors.
